Updates
2/26 - HB 1182 never received a hearing in the assigned Senate committee, so it is highly unlikely that any further action will occur during this session. However, because the bill successfully passed out of the House, the language does remain eligible for being amended into a different, remaining bill. We do not anticipate that this will occur; but if it does, you can be assured that we will get in touch immediately to encourage the appropriate action!
For the remainder of 2010, our campaign will focus on the development of policies at the local level. As more specific details on local efforts formalize, we will certainly keep you posted. Please be sure to contact me with discussion and activities you're aware of and how we might be able to provide support. We will also continue giving presentations and talking with groups and community leaders about Complete Streets.
2/12 - The bill is now before the Senate Committee on Homeland Security and Transportation & Veterans Affairs and is being sponsored by Senators James Merritt (Indy) and Jim Arnold (LaPorte). Unfortunately it has not yet been scheduled for a hearing and time is running out! We need your help to ensure that Complete Streets moves forward in this session. This bill is important groundwork in our broader effort to create more livable communities; it is critical that INDOT be required to demonstrate progress and report on the integration of Complete Streets elements in roadway planning and design.
Please take the following action:
1. Contact Senator Thomas Wyss (317-232-9807; 260-637-9977; s15@in.gov) and ask that HB 1182 receive a hearing in his committee;
2. Contact your own Senator to say that you support Complete Streets and ask him/her to urge Senator Wyss to give the bill a hearing;
3. Ask others to take this same action and continue to spread the word about the Indiana Complete Streets Campaign!

Also, congratulations and thanks to the Madison County Council of Governments (MCCOG) Policy Committee, which just last week approved a Complete Streets Policy!
2/2 - The House voted 91-4 tonight to pass HB 1182 (Complete Streets). Now the action moves to the Senate - stay tuned for additional updates!
1/27 - HB 1182 (Complete Streets) passed out of the Roads and Transportation Committee by a vote of 10-2. While the language of the bill was amended significantly from that originally proposed, we consider this to be a tremendous step forward! The bill now reads that beginning December 1, 2010, INDOT is required to report annually the steps taken and progress made in developing and implementing complete streets guidelines at the state level. The bill also explicitly defines a “user” as a motorist, pedestrian, bicyclist, or transit passenger.
Now the bill moves on to the full House floor, and it is crucial that we reach out to all Representatives! Please take a few minutes to contact your own elected official, and please encourage your friends, family, and colleagues to do the same. If you represent an organization, please pass along this request to all of your members and stakeholders. We need to ensure that no one votes against HB 1182 simply because they are not familiar with the importance of Complete Streets or because they have not heard from their constituents. It is important that you take this action by early next week!
What are Complete Streets?
Complete streets are designed and operated to enable safe access for all users; pedestrians, bicyclists, motorists, and public transportation users of all ages and abilities are able to safely move along and across a complete street.
Proposed Indiana Complete Streets Policy
Statewide legislation has been proposed to the current Indiana General Assembly session with the purpose of ensuring that the entire right of way is consistently designed and operated to enable safe access for all users: pedestrians, bicyclists, motorists, and public transportation users of all ages and abilities. More specifically, the bill requires accommodations for all users (pedestrians, bicyclists, motorists, and public transportation users) to be a routine part of the planning, design, development, construction, and operation of any transportation projects, facilities, plans and/or programs that use state and/or federal funds.
